The PARTNERS Act of 2023 is designed to help small and medium-sized businesses offer registered apprenticeships and work-based learning programs by supporting industry partnerships at the local and regional level. The bill provides federal funding to states, which then distribute grants of up to $500,000 over three years to eligible industry partnerships that develop and expand these training programs in sectors with high job demand. Eligible partnerships can use the funds to help businesses navigate apprenticeship registration, connect with education providers, develop curricula, and recruit workers from disadvantaged populations, while also providing participating workers with support services like childcare, transportation, and mentorship for at least 12 months. The funding comes from fees collected through the H-1B visa program, with 50 percent of those deposits designated for this program. States must submit applications demonstrating how they will target underrepresented populations, achieve performance goals, and coordinate with existing workforce programs, and partnerships must report annually on their progress in placing workers and achieving employment outcomes.
