This bill establishes a new Financing Energy Efficient Manufacturing Program at the Department of Energy to help small and medium-sized manufacturers improve their energy efficiency and reduce costs. The program will provide grants to qualified entities such as state energy offices, nonprofits, and other organizations, which will then distribute subgrants directly to manufacturing facilities with 750 or fewer employees to fund energy efficiency upgrades and onsite renewable energy projects. The bill authorizes up to $600 million for the program, with program managers allowed to use up to 7 percent of their grant funds for administrative costs and marketing.
