The bill would authorize grants to states, nonprofit organizations, tribal groups, and local health departments to develop and operate programs that provide both treatment services and supportive housing, childcare, and counseling to keep families intact. Eligible grantees could use funds for residential and nonresidential treatment, temporary housing assistance, case management, prenatal care, and counseling for children exposed to violence. The legislation would also establish a National Capacity Building Center to provide training and technical assistance to grantees and evaluate program effectiveness. The bill authorizes $30 million annually for fiscal years 2023 through 2027 to fund these grant programs, with an additional $4 million per year allowed for federal administration and oversight.
