The REO Act of 2023 creates two new federal grant programs to help formerly incarcerated individuals and at-risk youth find employment and skills training. The adult program serves people age 25 and older who have been released from prison or are currently incarcerated but scheduled for release within six months, as well as those on probation or parole. A separate youth program serves individuals ages 16 to 24 who have been involved in the juvenile or adult justice system or are high school dropouts. Eligible organizations, including nonprofits, state and local governments, and tribal entities, can receive direct grants or grants through national and regional intermediaries to provide apprenticeships, job training, educational services, and support activities to help participants succeed. The bill authorizes unspecified funding amounts beginning in fiscal year 2024 and requires the Department of Labor to evaluate program effectiveness within five years, measuring outcomes related to employment, housing, education, and recidivism reduction, with results made public within specified timeframes.
