This bill would prohibit members of Congress and their spouses from buying or selling individual stocks and other securities, though it allows them to hold U.S. Treasury securities, exchange-traded funds, mutual funds, and retirement account investments. The ban would apply immediately upon the bill's enactment for current members and when individuals become members or spouses of members. Members would need to submit compliance pledges to their ethics office and could face fines of either $25,000 per violation or the value of the traded security, whichever is higher, with the ethics office publishing annual lists of compliant individuals. The only exception allows spouses to receive company stock as part of their regular compensation from their primary job, but only after working at that job for one year.
