This bill requires the Environmental Protection Agency to update how it measures greenhouse gas emissions from different fuel types used in transportation, a process called lifecycle analysis. Specifically, the EPA must adopt the GREET model developed by Argonne National Laboratory within 90 days of the bill's enactment and then update its methodology at least every five years thereafter. The law applies to all fuel pathways that have been approved or will be approved under the federal Renewable Fuel Standard program. If the EPA misses a deadline for updating its methodology, it must submit a report to Congress explaining the delay and whether the previous methodology remains the most current based on available research.
