The Ammunition Modernization and Monitoring Oversight Act, or AMMO Act, would establish new federal regulations on ammunition sales similar to existing firearm regulations. The bill would require ammunition dealers to obtain federal licenses, limit bulk sales to no more than 1,000 rounds of standard ammunition or 100 rounds of .50 caliber ammunition per person every five days, and mandate background checks through the national instant criminal background check system before transferring ammunition to non-licensed buyers. Ammunition dealers would need to keep detailed records of sales, obtain written certifications from buyers confirming they are not exceeding purchase limits, report transactions to the Attorney General within 30 days, and post signage informing customers of these restrictions. Violations would result in significant penalties ranging from $10,000 to $250,000 in fines for dealers, with repeat violations triggering sales suspensions and license revocations, while buyers who falsify information face up to five years in prison. The legislation would also authorize up to $150 million in additional funding to upgrade the background check system, and would take effect 120 days after enactment.
