This bill creates two federal grant programs to help combat technology-enabled abuse against victims of domestic violence, dating violence, sexual assault, and stalking. The first program establishes a five-year pilot initiative that awards grants of up to $2 million each to a maximum of 15 partnerships between universities or tech companies and domestic violence service providers to directly assist victims, including purchasing devices and providing technology-related victim services. The second program provides up to $20 million over five years in grants to nonprofits and colleges to develop training materials and educational programs that teach advocates and support organizations how to help victims dealing with technological abuse. The bill affects thousands of domestic violence victims across the country, noting that 97 percent of domestic violence programs report abusers are using technology to stalk and control victims. The director of the Office on Violence Against Women will oversee both programs and must report to Congress after three years on whether the pilot program should become permanent.
