To amend the Sloan Canyon National Conservation Area Act to adjust the boundary of the Sloan Canyon National Conservation Area, and for other purposes.
This bill expands the Sloan Canyon National Conservation Area in Nevada by adding approximately 9,290 acres, increasing the total protected area from 48,438 to 57,728 acres. The legislation also grants the Southern Nevada Water Authority a right-of-way to construct and operate a water pipeline (called the Horizon lateral pipeline) through and around the conservation area, allowing the Authority to conduct geotechnical investigations and build water transmission facilities without paying rent or other charges. The bill requires the Secretary of the Interior to issue these pipeline rights-of-way within one year and mandates that the Authority and the federal government negotiate an agreement within 30 days on where excavated materials from pipeline construction can be disposed on federal lands. The expansion preserves existing utility corridors and transmission lines while prohibiting the pipeline from being located in federally designated wilderness areas, and construction cannot permanently harm the conservation area's surface resources.
