This bill makes several changes to public land management in Southern Nevada. It expands the Sloan Canyon National Conservation Area by about 9,290 acres and grants the Southern Nevada Water Authority rights to build water pipelines and related infrastructure through the area. The bill also updates the Apex Project land transfer law from 1989 to include the city of North Las Vegas and the Apex Industrial Park Owners Association as entities that can receive federal land transfers, and allows the government to sell mineral materials from land development in the area without competitive bidding. Additionally, the bill clarifies that the Department of Defense can conduct emergency response and electronic tracking activities at the Nevada Test and Training Range, establishes an interagency committee to coordinate between military and conservation interests, and designates approximately 736,188 acres in Clark and Lincoln Counties as the Southern Paiute Wilderness. The wilderness designation restricts new water resource development and mining but allows military overflights, wildlife management activities, and hunting and fishing under state regulation. The bill requires the Interior Department to report within 180 days on a cooperative agreement with Nevada regarding land management.
