The FULL Act requires federal agencies that lease office space through the General Services Administration to track and report data on how much of that space is actually being used. Agencies would need to submit annual reports detailing monthly occupancy levels, space utilization rates, and other usage data to the GSA Administrator. If a federal tenant's office space utilization falls below 60 percent for six months within any one-year period, the agency must have written procedures ready to return that unused space. Agencies with independent leasing authority face similar reporting requirements but must submit their data directly to relevant congressional committees instead. Intelligence community properties are exempt from these rules, and the new requirements would take effect for any lease agreements entered into six months after the bill becomes law, aiming to reduce wasteful spending on underused federal office space.
