This bill requires the Inspector General of five major federal agencies—the State Department, Defense Department, Department of Homeland Security, FBI, and CIA—to identify and report to Congress any employees with financial, organizational, or communication ties to Hamas within 90 days of the law's enactment. The legislation defines "ties" broadly to include social media posts supporting Hamas or its actions. Additionally, the Government Accountability Office must submit a separate report within 180 days assessing how widespread such connections are across these agencies and recommend whether new legislation is needed to prevent hiring individuals with Hamas ties. The bill applies to civilian employees and members of the military across these five agencies. No specific funding is authorized in the legislation for these reporting requirements.
