To direct the Administrator of General Services to identify two Federal agencies to consolidate into the GSA Headquarters Building, and for other purposes.
The MOVE Act of 2023 directs the Administrator of General Services, working with the Office of Management and Budget, to identify at least two federal agencies that could be consolidated into the GSA Headquarters Building in Washington, D.C., with the goal of raising the building's utilization rate to at least 60 percent. Within one year of enactment, the Administrator must submit a consolidation plan to relevant congressional committees, prioritizing agencies whose headquarters currently use 9 percent or less of their building capacity, based on a 2023 GAO report on underused federal office space. If this plan isn't successfully carried out within three years, the bill requires GSA to instead move its own staff out of the headquarters building into another federally owned building and prepare the GSA headquarters for sale. Any buildings vacated through consolidation, or the GSA headquarters itself if sold under the alternative plan, must be sold at fair market value, with proceeds deposited into the Federal Buildings Fund for future appropriation. The bill primarily affects federal agencies with underutilized office space and aims to reduce government real estate costs by promoting more efficient use of federal buildings.
