To direct the Secretary of Veterans Affairs to make grants to eligible entities for the purpose of carrying out Ask the Question Campaigns, and for other purposes.
The Have You Served Act directs the Secretary of Veterans Affairs to provide grants to states and American Indian or Alaska Native tribes for "Ask the Question Campaigns" that train human services professionals, government employees, and community providers to identify veterans and military family members and connect them with available VA and community resources. Eligible entities must first develop a veteran suicide prevention plan, known as a Governors Challenge Action Plan, and can receive grants of up to $200,000 each, with the program making up to 25 grants per year from 2024 through 2026. The bill authorizes $6 million annually from 2024 through 2028 to fund these campaigns and requires grantees to report on training outcomes and performance metrics. Additionally, the Secretary of Veterans Affairs must work with other federal agencies to implement similar Ask the Question Campaigns through their social service and health care programs. The legislation aims to improve identification of veterans in need of services and increase their access to mental health support and other VA benefits, particularly as a suicide prevention strategy.
