The Strengthening American Nuclear Competitiveness Act directs the Department of Energy to assess and improve how the United States competes in global nuclear commerce and to streamline export review processes for nuclear technology. The bill also expands licensing opportunities for U.S. allies to invest in domestic nuclear projects by allowing the Nuclear Regulatory Commission to license entities owned or controlled by governments and corporations from allied nations, provided such licenses do not threaten national security or public safety. Additionally, the legislation extends the Price-Anderson nuclear liability protection act from 2025 to 2065 and increases the liability caps from $500 million to $2 billion, while directing the Nuclear Regulatory Commission to study licensing issues for advanced nuclear reactors used in non-electric applications like hydrogen production and industrial heat.
