This bill requires the federal government to develop a comprehensive National Adaptation and Resilience Strategy to help the United States prepare for climate change impacts. The President must appoint a Chief Resilience Officer within 120 days to lead a whole-of-government effort, establish interagency working groups, and produce the strategy within two years, with updates every three years thereafter. The strategy must address both direct federal adaptation efforts and support for state, local, tribal, and territorial governments, as well as nonprofit and private sector partners, focusing on vulnerable communities and slow-onset climate hazards like sea level rise and drought. A Partners Council on Adaptation and Resilience, composed primarily of non-federal representatives from state and local governments, Indian tribes, nonprofits, and the private sector, will provide recommendations and submit reports every three years identifying funding gaps and ways to improve federal support. The bill also requires creation of an adaptation and resilience clearinghouse to provide accessible data and technical assistance, and mandates that the Government Accountability Office assess progress every two years. The law sunsets in September 2033 or after the third GAO assessment, whichever comes first.
