This bill requires sponsors of major transit and highway projects receiving federal funding to establish "Business Uninterrupted Monetary Program" funds (BUMP Funds) to compensate private businesses and nonprofits harmed by project construction. For transit projects costing $100 million or more, sponsors must set aside up to 10 percent of their non-federal funding share into these BUMP Funds, while highway projects costing $50 million or more must set aside up to 25 percent. Eligible expenses covered by these funds include utilities, insurance, rent, payroll, and lost income for affected businesses. The bill also establishes a one-time competitive grant program allowing project sponsors of construction projects that began after October 2018 and are still ongoing to receive up to $10 million in relief funding for covered entities. The Secretary of Transportation must implement these requirements within 270 days of the bill's enactment, and unused BUMP Fund money can be redirected to project enhancements, other eligible projects, or approved purposes.
