The Supporting Innovative Global Health Technologies Act of 2023, or SIGHT Act, strengthens the United States Agency for International Development's ability to develop and deploy new health technologies for low-income countries. The bill creates a Chief Innovation Officer for Health position within USAID's Global Health Bureau to coordinate research and development efforts across the agency, establish partnerships with other government agencies and private sector organizations, and administer a competitive grant program to support health technology innovation. A new advisory council composed of scientists and global health experts will provide recommendations on research priorities for diseases like HIV, tuberculosis, malaria, and emerging infectious diseases that disproportionately affect poor regions. The legislation requires USAID to establish a separate budget line for these research and development activities and submit detailed reports to Congress within 180 days of enactment and annually thereafter for six years, documenting grants awarded, investments made, and outcomes achieved. The bill emphasizes that funding for these innovation initiatives must be additional to existing USAID global health spending and should prioritize technologies designed specifically for low-resource settings while building research capacity within partner countries.
