The Our Money in China Transparency Act requires the federal government to report annually on how much taxpayer money goes to China and Chinese entities or organizations. Starting with the budget submitted after the bill becomes law, the Office of Management and Budget and each federal agency must disclose the amounts they made available to Chinese persons or entities, partnerships with Chinese organizations, programs in China, and collaborative U.S.-China efforts. The bill defines Chinese entities broadly to include the Chinese government, the Communist Party, Chinese citizens living in China, companies organized under Chinese law, and satellite campuses of American universities located in China. The first report must include data from the previous ten fiscal years to provide historical context, and subsequent reports will cover the preceding year's activities. This legislation aims to give Congress and the public visibility into federal spending related to China across all government accounts.
