The JADC2 Implementation Act directs the Department of Defense to accelerate development and delivery of joint military capabilities by clearly assigning responsibilities to three key Defense officials: the Deputy Chief Technology Officer for Mission Capabilities will lead experimentation and technology innovation, the Executive Director for Acquisition, Integration, and Interoperability will manage acquisition and integration of cross-domain systems, and the Chief Digital and Artificial Intelligence Officer will oversee software development and deployment. The Deputy Chief Technology Officer receives new hiring authority to appoint up to twelve specialized program managers and can extend their service terms by up to seven years, along with authority to contract for goods and services. The legislation requires an initial focus on the Indo-Pacific region and mandates that the Chief Data and Artificial Intelligence Officer submit a detailed report by March 1, 2024, outlining plans for deploying a joint data integration prototype, transitioning it to operational capability, and eventually scaling it across all combatant commands. Additionally, Defense officials must provide congressional briefings every 180 days through the end of 2026 on their implementation progress.
