To amend title 38, United States Code, to establish in the Department of Veterans Affairs a Veterans Scam and Fraud Evasion Officer, and for other purposes.
The VSAFE Act of 2024 directs the Department of Veterans Affairs to create a new position called the Veterans Scam and Fraud Evasion Officer, who would lead efforts to protect veterans, their families, caregivers, and survivors from scams and fraud. This officer would be responsible for communicating about fraud threats, developing guidance and training materials, promoting existing identity theft resources like the VA's identity theft helpline, tracking fraud trends through data analysis, and coordinating with other federal agencies such as the IRS, Department of Justice, and Social Security Administration, as well as with veterans service organizations and local governments. The bill specifies that this new role does not authorize hiring additional staff beyond current limits and does not reduce the authority of the VA's existing Inspector General. Separately, the bill makes a minor technical change extending a deadline related to VA home loan funding fees from November 15, 2031, to November 29, 2031. Overall, this legislation aims to strengthen the VA's ability to prevent and respond to fraud targeting veterans without creating significant new costs or bureaucracy.
