The Workforce Reentry Act would establish a federal grant and contract program to help people who have been incarcerated return to work. The program would provide workforce development services such as job training, apprenticeships, job placement assistance, mentoring, and support for individuals released from prison or jail within the past two years. Eligible organizations receiving funding include nonprofits, government agencies, employers, educational institutions, and industry partnerships. At least 30 percent of available funds would support performance-based contracts where organizations are paid based on achieving specific employment and reduced recidivism outcomes, while remaining funds would support competitive grants requiring organizations to provide matching funds of 25 to 50 percent. The program would be administered by the Department of Labor within the existing Workforce Innovation and Opportunity Act framework, with independent evaluation required within five years and annual reporting to Congress on participant outcomes and best practices.
