To direct the Secretary of Veterans Affairs to develop a training program for certain senior executives and supervisors employed by the Department of Veterans Affairs.
The TRAIN VA Employees Act directs the Secretary of Veterans Affairs to create a mandatory training program for senior executives and supervisors within the Department of Veterans Affairs, to be implemented within one year of the bill becoming law. The training will cover key leadership skills such as setting performance goals, managing underperforming employees, handling workplace harassment complaints, understanding employee rights, and effectively using probationary periods. Current supervisors and senior executives must complete this training within 18 months, and all covered employees will need refresher training every two years as a condition of continued employment. In developing the curriculum, the VA must consult with at least three other federal agencies, including the Department of Defense, and will be required to submit annual reports to Congress on training completion rates. The bill also includes an unrelated technical provision extending a VA home loan fee schedule deadline from November 15, 2031, to December 4, 2031.
