To amend title 49, United States Code, to direct the Administrator of the Federal Aviation Administration to adjust certain requirements with respect to sovereignty and use of airspace, and for other purposes.
The F-AIR Act directs the Federal Aviation Administration to revise its core mission and priorities regarding airspace use. Currently, the FAA's primary focus is aircraft safety, followed only by efficient airspace use. This legislation adds a second major priority equal to efficiency: minimizing aviation noise and health impacts on residents and communities, as well as reducing environmental effects from airspace use. The bill requires the FAA Administrator to review and update all relevant regulations, policies, and procedures within 12 months to reflect these new priorities, and to revise the agency's official mission statement accordingly. The legislation essentially forces the FAA to balance community concerns about noise pollution and health effects equally alongside its traditional focus on operational efficiency.
