The SNORE Act of 2023 establishes a residential noise mitigation program for communities affected by aircraft noise near San Francisco International Airport. The bill allows the airport to soundproof and insulate at least 200 homes per year if noise measurements of 75 decibels or higher are recorded at least 10 times during nighttime hours in a two-month period within a city or county. The airport can fund this program using federal grants, passenger facility charges, and airport-generated revenue without the usual restrictions on how those funds are used. If the airport fails to meet the 200-home target in any year, it must pay 10 times the amount of community development funds that were given to affected cities or counties the previous year. Any money paid to cities or counties must be spent on noise mitigation within two years.
