This bill amends the Justice for United States Victims of State Sponsored Terrorism Act to provide special payment rules for a specific group of 9/11 families known as Havlish Settling Judgment Creditors. These are families who have eligible claims from the September 11, 2001 terrorist attacks and were identified in a 2014 court settlement related to property disputes. The legislation allows these families to participate in the government's September 11 Victim Compensation Fund and releases any funds that were previously held in escrow for them, ensuring they receive their allocated payments. Going forward, Havlish Settling Judgment Creditors will be eligible to participate in future rounds of compensation payments on the same basis as other 9/11 claimants. The bill clarifies the rules to ensure these families are not disadvantaged by technical requirements or previous conditional payments they may have submitted.
