The GRANT Act of 2023 requires organizations receiving federal research and development funding to disclose any foreign support they receive after receiving a grant award. The bill specifically targets support from designated countries of concern, including China, Russia, Iran, North Korea, Cuba, and Venezuela, as well as entities associated with these countries. Recipients must report such foreign support within 30 days of receiving it, with individual researchers reporting to their institution within 30 days and institutions reporting to federal agencies within 14 days. The National Science Foundation will establish a public searchable database of all reported foreign support within 60 days of the law's enactment, and the National Counterintelligence and Security Center will analyze reports for security concerns. Federal agencies can enforce compliance through various penalties, including withholding funds, suspending or terminating awards, initiating debarment proceedings, and recovering full grant amounts for noncompliance.
