This bill amends the Infrastructure Investment and Jobs Act to require that affordable housing be considered when communities apply for federal grants through the reconnecting communities pilot program. The program provides funding to remove, retrofit, or mitigate infrastructure projects that divided communities, such as highways built through neighborhoods. Under this change, eligible projects must now evaluate their impact on the local affordable housing supply and can use funding to create or preserve affordable housing in the affected area through mechanisms like community land trusts, shared equity homeownership programs, and rental housing agreements lasting at least 30 years. The bill affects communities receiving these federal grants and aims to prevent displacement of low and moderate-income residents. By January 1, 2027, the Departments of Transportation and Housing and Urban Development must report to Congress on how grant recipients have addressed affordable housing and what partnerships they formed with affordable housing organizations.
