# Summary of H.R. 6691: New Essential Education Discoveries Act of 2023 This bill establishes a National Center for Advanced Development in Education within the federal Institute for Education Sciences to research and develop new ways to improve teaching and learning across all education levels. The center will focus on identifying breakthrough technologies, new teaching methods, innovative learning models, and better assessments, with special attention to closing achievement gaps for disadvantaged students and addressing challenges like learning recovery from the COVID-19 pandemic. The center will be led by a Commissioner who will hire staff, award grants and contracts to eligible entities like school districts and research institutions, and establish an advisory panel of 8 to 12 members including parents, teachers, technology experts, and researchers to guide the work. The bill also strengthens state data systems by allowing states to integrate education information with workforce and social service data to better track student outcomes while protecting privacy. The legislation authorizes $500 million annually for fiscal years 2024 through 2028 for the Advanced Development Center and additional funding for state data system improvements.
