This bill directs U.S. intelligence officials to evaluate Hamas's October 7, 2023 attack on Israel and review how America shares intelligence with Israel. Within 30 days of enactment, the Director of National Intelligence must submit a report assessing how Hamas trained for the attack, where militants obtained weapons, whether foreign states like Iran provided support, and any gaps in U.S. intelligence. The bill also requires a review of whether sharing more intelligence about Hamas, Hezbollah, and Iran with Israel would improve U.S. security, and a separate review examining how U.S. intelligence sharing might help reduce civilian harm, improve humanitarian aid delivery, and protect civilian infrastructure in the Israel-Hamas conflict. Additionally, the Defense Department's Inspector General must assess whether existing policies on protecting civilians are being properly applied to intelligence sharing with Israel. The bill expresses Congressional support for Israel's right to self-defense and emphasizes the importance of hostage safety and robust intelligence cooperation.
