The American Seasonal and Perishable Crop Support Act establishes a new payment program for farmers who grow seasonal and perishable crops like fresh fruits and vegetables and experience losses due to low prices caused by imports. Beginning with the 2024 marketing year, eligible producers in regions where at least 50 percent of growers participate can receive compensation when market prices fall below a reference price, with payment amounts based on the difference between those prices multiplied by 85 percent of their five-year average production. The program limits eligibility to farmers with average adjusted gross income below $900,000 and who derive at least 75 percent of their income from farming, ranching, or forestry. Participating producers must make a one-time election for each marketing year, and payments are triggered only when the Secretary determines that low prices are caused specifically by crop imports. The bill does not specify funding amounts or allocate a budget for the program.
