The 988 Lifeline Location Improvement Act of 2023 establishes a temporary advisory committee to study and recommend solutions for transmitting caller location information to the 988 Suicide and Crisis Lifeline. The Federal Communications Commission and the Secretary of Health and Human Services will jointly appoint 14 committee members representing telecommunications companies, phone manufacturers, emergency services, state and local governments, crisis centers, and mental health organizations. The committee will examine policy issues around consumer privacy and legal authority, develop technical standards for location data transmission, and analyze costs and funding needs for service providers and crisis centers. The committee must submit a detailed report with legislative and administrative recommendations to Congress within one year of the bill's enactment. The bill requires no new federal funding, using only existing appropriations to support the committee's work, and the committee will automatically dissolve 30 days after submitting its final report.
