This bill requires the CIA Director to deliver a comprehensive intelligence assessment on two major Mexican drug cartels—the Sinaloa Cartel and the Jalisco Cartel—to Congress within 90 days of the law's enactment. The assessment must cover the cartels' leadership, organizational structure, smuggling routes, drug production methods, chemical suppliers, and their tactics for distributing fentanyl to a broader range of American consumers, including people unaware they are using the drug. The report must also detail how these organizations undermine U.S. and Mexican counternarcotics efforts, estimate their annual drug revenues by type, and include any other relevant intelligence the CIA Director determines necessary. The assessment can be submitted in classified form and will be shared with multiple congressional committees overseeing intelligence, foreign relations, homeland security, banking, and appropriations. This legislation aims to give Congress detailed intelligence about the fentanyl crisis and the major criminal organizations driving the drug trade into the United States.
