The second program will support breeding habitat development in California through activities like establishing nesting cover, creating brood ponds, and providing incentives to private landowners to implement these improvements. Eligible grant recipients include state, local, and tribal governments, nonprofit organizations, and individuals. The bill allocates $1.5 million annually for each program for fiscal years 2024 through 2028, drawing from existing Department of the Interior funding.
