The Allyship Act directs the President to develop a comprehensive policy on Iran within 60 days that addresses regional security threats, supports human rights and humanitarian needs, expands Iranian access to information, and determines how to use frozen Iranian assets for the Iranian people's benefit. The bill requires the President to impose targeted sanctions within 90 days on Iranian officials responsible for detaining or harming peaceful protesters since September 2022, as well as those involved in censorship or cybercrimes. The legislation allows the Treasury Department to establish a mechanism permitting Americans to send up to $6,000 annually to Iranian citizens and promotes technology like VPNs and satellite systems to help Iranians access uncensored information, with safeguards to prevent benefits from reaching human rights violators or government officials. The bill authorizes $50 million annually for fiscal years 2025 through 2029 to support these initiatives, establishes a process for humanitarian parole for political prisoners and their families, and creates a new Senior Advisor position within the State Department to coordinate policy on behalf of Iranian political prisoners.
