To direct the Secretary of Veterans Affairs to implement a system or process to actively monitor the veteran self-service and data transmission functions of the main internet website of the Department of Veterans Affairs for certain adverse events, and for other purposes.
The VA WEB Act requires the Department of Veterans Affairs to create a system within one year to actively monitor its main website, VA.gov, for technical problems affecting veterans trying to apply for or manage their benefits online. This monitoring system must track website traffic, form submissions, software updates, and various types of malfunctions such as outages, data loss, incorrect information display, or failures to process submissions properly. If a significant problem occurs that affects users for 24 hours or more, the VA must notify Congress within 30 days, and must provide detailed reports when requested by relevant congressional committees, though these reporting requirements expire after seven years. The bill also requires the VA to report on the costs and any technology upgrades needed to implement this monitoring system, along with a broader strategy to improve software testing and reduce future errors. Separately, the bill makes a minor technical change by extending a deadline related to VA home loan fees from November 15, 2031, to November 28, 2031.
