This bill amends existing trade and immigration law to provide Uruguay with enhanced economic and visa privileges with the United States. Specifically, it makes Uruguay eligible for benefits under the Caribbean Basin Economic Recovery Act, which provides preferential trade treatment to certain countries in the region. The legislation also allows Uruguayan nationals to work in the United States as E1 and E2 visa holders (treaty traders and investors) if Uruguay provides the same opportunity to Americans. Additionally, the bill directs the Department of Homeland Security and State Department to assess within 90 days whether Uruguay qualifies for the visa waiver program, which would allow Uruguayan citizens to visit the United States without obtaining a visa in advance, and to report back to Congress on any steps Uruguay would need to take to meet those eligibility requirements. The bill was introduced by Representatives Maria Elvira Salazar and Andy Kim in December 2023 and referred to the House Judiciary and Ways and Means Committees.
