This bill directs the Federal Trade Commission to create transparency standards for large artificial intelligence foundation models within nine months of enactment. Companies that provide AI foundation models generating over 100,000 monthly outputs or serving over 30,000 monthly users would be required to publicly disclose information about their training data sources, model documentation, data composition, potential risks, and performance on high-stakes tasks like medical diagnosis, loan decisions, and elections. The standards would require some information to be submitted to the FTC and some to be made publicly available on company websites and a central FTC database in machine-readable formats. Violations would be treated as unfair or deceptive practices under existing FTC authority. The bill authorizes $10 million in funding for fiscal year 2025 and $3 million annually thereafter, with the FTC required to report on implementation within two years and reassess the standards annually.
