The Creative Workforce Investment Act directs the Secretary of Labor, working with the National Endowment for the Arts, to award competitive grants to support arts and creative workforce programs that employ local artists and creative workers. Eligible recipients include states, local workforce boards, nonprofit organizations, and public agencies that can demonstrate they will create public art projects such as murals, performances, community events, and documented historical narratives while providing employment to individuals facing barriers to work. Grant recipients must agree not to outsource jobs or cut workers' union agreements during and for two years after the grant period, remain neutral during union organizing efforts, and comply with applicable wage and safety standards. The bill authorizes $300 million in funding for fiscal years 2024 through 2026, with no more than 5 percent of that amount going to administrative costs. The Secretary must report annually to Congress on program outcomes, including the number of workers employed, their earnings, and their employment status after leaving the programs.
