This bill requires federal agencies to adopt the Artificial Intelligence Risk Management Framework developed by the National Institute of Standards and Technology when developing, procuring, and using artificial intelligence systems. Within one year of enactment, NIST must issue guidance on how agencies should implement the framework, including cybersecurity requirements and standards that AI suppliers must meet before the government purchases from them. Within 180 days after NIST issues its guidance, the Office of Management and Budget must distribute this guidance to all federal agencies and require them to align their AI practices with the framework. The bill also establishes an initiative to provide government agencies with AI expertise, requires NIST to develop testing and evaluation standards for AI systems, and mandates regular reporting to Congress on how well agencies are implementing these requirements. The bill excludes national security systems from these requirements.
