The bill defines eggs as the reproductive output of avian poultry with an albumen or yolk in a calcium-based shell, and specifies what qualifies as an egg product under existing federal regulations. Any food product that uses egg-related market names but does not meet this definition would be considered misbranded and subject to enforcement action. The Food and Drug Administration must issue draft guidance within 180 days and final guidance within one year on how it will enforce these labeling requirements. The FDA is also required to report to Congress within two years on enforcement actions taken, including any warnings or penalties issued for misbranded egg alternative products.
