Agencies must complete implementation within 180 days of the law's enactment and submit detailed reports to Congress within 60 days of finishing that work, documenting the specific steps taken. The State Department must also ensure that working dogs donated to foreign partners meet the same health and welfare standards outlined in the GAO recommendations. Any newly established federal working dog programs after the bill's enactment will be required to follow these same recommendations from the start.
