This bill would fundamentally restructure how Congress creates the federal budget by requiring all spending and revenue decisions to be combined into a single annual "budget Act" rather than being handled through separate appropriations and other legislative processes. Currently, Congress passes multiple bills for discretionary spending and handles mandatory spending programs like Social Security separately, but this legislation would consolidate everything into one comprehensive bill that must be completed by June 30 each year. The bill would eliminate the reconciliation process, which is currently used to make changes to mandatory spending and taxes with special parliamentary rules, replacing it with regular legislative procedures. Congress members from all relevant committees would need to submit their spending and revenue recommendations to be included in the annual budget Act without substantive revision. The bill sets firm deadlines throughout the budget process, starting with the President's budget submission in early February and requiring Congress to adopt a budget resolution by April 15, with all House work completed by the end of June so the fiscal year can begin on schedule October 1.
