To amend the Immigration and Nationality Act to provide for the reallocation of unused waivers of the foreign residency requirement for certain J-visa holders.
The DOCTORS Act would reallocate unused visa waivers for foreign medical professionals training in the United States. Under current law, states receive waivers that allow certain foreign doctors on J-visas to remain in the country to complete medical residency programs instead of returning home. This bill requires states to report any unused waivers to the State Department each year, and those unused slots would be redistributed to other states for the following year. The reallocation begins in September 2025, with redistributed waivers divided by three to spread them across multiple years to meet visa commitment requirements. Additionally, at least ten percent of redistributed waivers must go to support doctor positions in medically underserved communities, helping address healthcare shortages in areas that need them most.
