This bill authorizes federal grants to help states address gambling addiction treatment and prevention programs. The grants would be distributed to states using the same formula that determines federal substance abuse prevention and treatment funding, ensuring allocations are based on population need and existing infrastructure. Additionally, the legislation allows the National Institute on Drug Abuse to fund research specifically on gambling addiction. Funding would come from a dedicated revenue stream based on federal gambling taxes collected annually, with states receiving 37.5 percent of those tax revenues and research receiving 12.5 percent, for fiscal years 2023 through 2032. The Secretary of Health and Human Services must report to Congress within three years on how effectively these programs and research efforts are working.
