The BOP Release Card ID Act of 2024 requires the Bureau of Prisons to issue a photo identification card to every U.S. citizen being released from federal prison within 180 days of the bill's enactment. These cards must meet federal identification standards and remain valid for at least 18 months after release. The bill directs the Bureau of Prisons to negotiate with states to allow released prisoners to use these cards to obtain state-issued identification documents, and requires annual reporting to Congress on the progress of these negotiations. The identification cards will be accepted as proof of identity for federal programs including Social Security, Medicaid, Medicare, food assistance, housing assistance, education programs, and entry into federal buildings. Additionally, the Attorney General must issue guidance to states within one year to encourage them to develop similar identification card programs for people released from state prisons.
