The Farm and Food Cybersecurity Act of 2024 directs the Secretary of Agriculture to conduct a study every two years to assess cybersecurity threats and vulnerabilities affecting the nation's agriculture and food supply chain, and to report findings and recommendations to Congress. The bill also requires the Department of Agriculture to coordinate with the Department of Homeland Security, Department of Health and Human Services, and other federal agencies to conduct annual simulation exercises over a five-year period to test preparedness for food-related emergencies and cyberattacks, identify gaps in the food supply chain, and improve coordination among federal, state, local, tribal, and private sector organizations involved in food production and distribution. Each simulation exercise must involve realistic scenarios and participants from multiple sectors including agriculture, public health, energy, transportation, and cybersecurity, with after-action reports submitted to Congress detailing lessons learned and recommendations for improvement. The legislation authorizes one million dollars per year from 2024 through 2028 to conduct these simulation exercises. The bill affects farmers, ranchers, food processors, distributors, retailers, and government agencies responsible for food security and national defense.
