The Complete Streets Act of 2024 requires states to establish programs that help communities design and build streets serving all travelers—pedestrians, cyclists, transit users, people with disabilities, and motorists. By October 1, 2026, states must set up competitive grant programs offering technical assistance and funding for complete streets projects selected by local governments and other eligible entities. States must dedicate 5 percent of their federal highway funding annually to these programs and begin distributing construction grants by October 1, 2027. The federal Department of Transportation will develop design benchmarks and standards within one year, emphasizing protected bike lanes, accessible sidewalks and crosswalks, and improved lighting and signage. Starting in 2026, federally funded highway projects in metropolitan areas with transit service and costing over $10 million must comply with these complete streets standards, with broader requirements phased in by 2029. The bill prioritizes safety improvements in areas where pedestrians and cyclists face the highest risk, with special attention to equitable benefits for low-income communities and communities of color.
