To require States to carry out congressional redistricting in accordance with a process under which members of the public are informed of redistricting proposals and have the opportunity to participate in the development of such proposals prior to their adoption, and for other purposes.

This bill requires states to conduct congressional redistricting through transparent, public processes that give citizens meaningful opportunities to participate. Specifically, states must establish public websites providing access to redistricting data and proposed maps, hold multiple public hearings in different regions of the state before and after developing plans, solicit citizen input for at least 60 days, and post detailed analyses of final plans at least 10 days before adoption with another opportunity for public comment. The requirements apply to all entities involved in redistricting, including commissions and committees, and information must be provided in languages required under the Voting Rights Act. The bill takes effect for redistricting following the 2030 census, though states currently under court order to revise their 2020 redistricting plans would be subject to these requirements immediately upon enactment.
