To amend the Homeland Security Act of 2002 to expand to State, local, Tribal, territorial, and educational institution law enforcement the availability of the Federal Law Enforcement Training Centers’ human trafficking awareness training to equip frontline first responders with the knowledge to recognize and properly respond to potential human trafficking situations, and for other purposes.
This bill authorizes the Federal Law Enforcement Training Centers to create a human trafficking awareness training program for state, local, tribal, territorial, and educational institution law enforcement officers. The training would teach frontline first responders how to recognize indicators of human trafficking, understand applicable laws, respond using victim-centered approaches, and know proper reporting protocols and available resources. The bill coordinates this training with the Department of Homeland Security's existing Blue Campaign anti-trafficking initiative. Congress would authorize $2.3 million annually for the program from fiscal years 2024 through 2029 to establish and maintain the training curriculum.
